5. Redistribute freed budget from Cut group proportionally across the Fund group, keeping TOTAL at <QUARTER_BUDGET>.
6. Project 90‑day pipeline using Fund‑group PPD.
## Constraints
- New % allocations must sum to 100.
- No single channel may exceed 40 % of total budget after re‑allocation.
- Use whole‑percentage rounding; adjust the smallest allocation to fix any ±1 % drift.
- Cap narrative summary at 120 words.
